Everyone takes a chance. One day you toss something out. The next day you realized it would have been handy for something else. However if you did not throw out the item you would have not made the realization and most likely used something else.
The piece of blue string. You toss it not knowing any use for it. The next day you are wrapping a gift in silver paper and you have regrets about tossing the blue string. It would have been perfect for your gift.
Hence the blue string paradox is in effect. You do not know the value or usage of some items until you have disposed of it.
